Stratford found to have violated in-camera procedure in matter of MZO

Investigation found no mention of Ministerial Zoning Order Request in minutes of Public Meetings

The City of Stratford has been found to have violated the in-camera procedure and processing in their handling of the request for an Ministerial Zoning Order to re-zone land that was subject to a proposed float glass factory a company was looking to build in the City.

The investigation by Local Authority Services found that between the Fall of 2018 when the City first was made aware of the proposal for the Factory and when the MZO was requested and approved there was no disclosure of it occurring in minutes of the public meetings.

The report adds that what council disclosed from closed sessions lacked sufficient detail as to the nature of matters being considered.

Stratford Council is set to receive the report at Monday’s council meeting. Staff has recommended closed meeting exceptions training, situations where exceptions apply and to train on the process to bring a matter before a closed meeting.
