Wellington North Power shared an informative video on the difference between time-of-use and tiered electricity pricing.
In the clip the Ontario Energy Board explains that time-of-use pricing is based on the time of day that you use the electricity; on-peak, with the highest rates, mid-peak, which is the middle ground in pricing and off-peak with the lowest price.
Tiered pricing doesn’t change based on when you use it. It changes based on how much hydro usage you have used.
When you exceed the allotted limit the rate jumps to a higher rate.
