Bill C-2 would provide targeted aid for businesses which are ordered to close and for workers sent home as part of a local lockdown.
Wage and rent subsidies will also be offered to those recovering from previous restrictions.
Bill C-2 considers a lockdown to be when a health authority orders non-essential businesses to close and for workers to stay home.
The Bill was widely supported by the Liberals while opposed by Conservatives.
MP for Perth-Wellington John Nater was among the nays in the 191-141 vote.
