Perth County is looking for into the Administrative Monetary Penalty (AMPS) for automated enforcement of camera based vehicle infractions.
The infractions would also apply to Automated Speed Enforcement, Red Light Cameras and Automated School Bus Stop Arm Cameras.
In July 2022, the province released guidelines for municipalities to establish their own AMPS but to date no municipality has done so.
The steps required however are a major handful such as creating an IT program which tracks administrative penalties that are issued, appealed or resolved, creating multiple accessible forms, ensuring public notice, education, awareness and signage of AMPS and appeal process and to meet mandatory annual and bi annual reporting requirements to the Ministry of Transportation.
4 additional staff would also be required including a Provincial Offences Officer, Hearing Officer, Screening Officer and Program Coordinator.

“The penalty is imposed on the owner of the vehicle, not the driver. Nothing goes on the owners driving record and no demerit points are deducted and when there is non payment the owners drivers license is not suspended but rather the penalty must be paid in order to renew the vehicle ownership.” said Diamond.
Council received the report for information and will refer the issue of potential installation of school bus arm cameras to the Community Safety and Well-Being Council for research and collaboration.
