Officers and Perth County Paramedics responded to the scene on Elm Avenue North at Inkerman Street East in Listowel just after 8 pm.
Several people were taken to local hospital with minor injuries.
A 16-year-old of Arthur has been charged with careless driving, failure to stop for a stop sign and driving with a G1 license without an accompanying qualified driver.
The accused was issued three Provincial Offence Notices.
